
Today, if you drive along Newfoundland’s coastline, you’ll come across settlements that hardly survive. Paint on clapboard homes is curling off in ribbons. Docks without any ties. Weeds are sprouting through the concrete of the processing plants. Built on a single, seemingly endless resource Atlantic cod, these locations were dynamic communities within current memory rather than ancient ruins. The cod then vanished.
The people also did more than thirty years later, what transpired in Newfoundland in 1992 continues to be the most striking illustration of what fisheries collapse truly looks like when it happens. It was an abrupt, nearly inexplicable absence rather than a gradual decrease that you could prepare for.

n front of television cameras in a hotel in St. John’s on July 2 of that year, Canadian Fisheries Minister John Crosbie declared a moratorium on cod fishing throughout the Grand Banks. Two years was the intended duration. In an attempt to get to him, four hundred fishermen who were surrounded in an adjacent ballroom pounded on closed doors. In the end, the moratorium lasted for thirty two years. Only in 2024 did the Canadian government carefully lift it, establishing a lower quota that is minuscule compared to what the fishery used to yield.
There is a certain heaviness to the numbers that led to that catastrophe. Cod populations in the north dropped to about 1% of their historical levels. In just three decades, the number of fish old enough to breed, or spawning biomass, fell by almost 93%. In Newfoundland, almost 37,000 fishermen and factory workers lost their jobs virtually overnight,
and the number of casualties increased to over 45,000 when you include shipbuilding, marketing, cafes, and guesthouses that relied on the fishing industry. In the end, an estimated 46,000 people departed the province in search of employment elsewhere. Over the next ten years, Newfoundland’s population decreased by ten percent. Some of those communities might never return.
The Newfoundland narrative seems like it should have been a one time cautionary tale, the kind of catastrophe that makes everyone behave better. However, the collapse of fisheries is not a historical oddity. It continues to occur. Once estimated to be 30 million metric tons, jack mackerel stocks off Chile and Peru have fallen to less than a tenth of that amount.
Along North America’s west coast, Pacific salmon numbers have drastically decreased. Decades of industrial bottom trawling have left lifeless zones of underwater desert in the Mediterranean and North Seas. Overcapacity, lax regulation, political unwillingness to reduce quotas, and a fall that no one really anticipated are the unsettlingly common elements of every collapse.
Beyond the immediate economic destruction, the ecological cascade that ensues is what makes fisheries collapse so devastating. The entire food web reorganizes itself in ways that are resistant to reversal when a dominant fish species disappears. Populations of smaller forage fish, such as capelin, skyrocketed as the cod vanished from the Grand Banks.
After consuming cod eggs and young cod, the capelin created a biological trap that hindered recovery. Harp seal populations have increased concurrently, and studies have revealed that they now eat around 24 times as much cod and related species as are caught by commercial fishermen. Not only did the ecosystem lose a species, but it also rearranged itself in a way that actively prevented the old species from reappearing.
Whether collapsing fisheries can actually recover to anything approaching their former abundance is still up for debate. The northern cod spawning biomass projection for 2025 is approximately 524,000 tonnes, which is significantly better than the disastrous lows but still far less than the 1.6 million tonnes recorded in 1962.
Forecasts indicate that, even in the absence of fishing, the population of a distinct cod stock off southern Newfoundland will not reach its restoration goal until somewhere between 2036 and 2048. These timelines are not optimistic. They contend that it might take millennia to repair the harm caused by a few decades of industrial overfishing, if it can be done at all.
Unfortunately, the ecological data tends to obscure the human aspect of all of this, as that is where the true weight lies. Fishing communities are more than just economic entities; they are centuries old cultures, customs, and identities. For 500 years, residents in Newfoundland were supported by the cod fishery.
The federal government implemented employment training and assistance programs after it ended, although these were generally viewed as insufficient. Perhaps you could retrain a fisherman, but not a town. There are still gaps in the social fabric of rural Newfoundland. Similar situations have occurred in coastal communities in West Africa, where heavily supported European trawler fleets have exhausted local waterways, leaving artisanal fishermen with fewer options and less to catch.
Marine biologists believe that the fundamental issue is political rather than biological. Politicians have routinely set quotas higher than scientists advise due to ambiguous stock assessments and lobbying from the fishing sector. Years prior to the collapse, inshore fishermen in Newfoundland observed that cod were becoming smaller and more rare, but their views were disregarded in favor of models based on data from offshore trawlers.
The scientists themselves made incorrect assumptions, estimating stock numbers based on commercial capture data while ignoring warning indicators. It wasn’t quite idiocy, but rather a more prevalent and hazardous combination of political expediency and overconfidence.
The ocean provides protein for almost three billion people globally. Wild capture fishing directly employs almost 38 million people. The subject of what happens when fisheries collapse won’t be an academic one for very long if current trends continue, such as warmer oceans moving fish populations away from typical grounds, illicit fishing eroding regulations, and rising consumption exceeding sustainable yields.
It will concern migration, food security, and the stability of coastal countries. The lesson from Chile, Newfoundland, and the dead zones in the Mediterranean is unsettling but difficult to dispute once these systems are disrupted, they never return on a timetable that corresponds with a human career, a political term, or the patience of a single generation. The sea issues alerts. Simply put, our listening skills are lacking.
